Two Canadian Inmates Arrested in Drone Smuggling Operation at Collins Bay Prison

Two federal inmates at Collins Bay Institution have been arrested following an internal investigation into a drone-based smuggling operation that allegedly brought cocaine and contraband cellphones into the medium-security facility.

The arrests were carried out by officers with the Correctional Service of Canada (CSC) after intelligence suggested that a drone had been used to deliver narcotics and electronic devices directly into the prison yard. Authorities say the operation had been under surveillance for several weeks before action was taken.

Arrests Inside the Facility

According to officials, both inmates were detained inside their cells without incident. Subsequent searches uncovered two concealed cellphones—one in each cell. Investigators allege the devices were actively being used to coordinate criminal activities beyond prison walls.

Each phone reportedly contained encrypted messaging applications, including Threema, which authorities believe were used to arrange drug transactions and orchestrate extortion schemes in the Greater Toronto Area.

Upon forensic inspection of both devices, investigators discovered extensive contact lists containing numerous aliases and coded identifiers. Among the entries was a contact listed as “Russia,” which authorities later determined to be an alias allegedly linked to an individual identified as Simon Vodovos. Officials are continuing to examine the nature and extent of that contact’s involvement.

Alleged Street-Level Impact in Toronto

Investigators allege that the inmates were managing cocaine distribution networks operating in Toronto while still incarcerated. Law enforcement sources indicate that proceeds from these activities were funneled back through intermediaries connected to an organized crime group known as the NorthBlock Syndicate.

Authorities believe the organization has been linked to drug trafficking, intimidation, and financial crimes across parts of Ontario. The arrests inside Collins Bay are being viewed as a significant disruption to the group’s alleged operations.

Growing Concern Over Drone Smuggling

Drone-based contraband deliveries have become an increasing concern within Canadian correctional facilities. Officials say drones allow criminal networks to bypass traditional perimeter security measures by dropping packages into designated areas inside prison grounds.

CSC stated that additional counter-drone technologies and perimeter monitoring systems are being reviewed following this incident.

Both inmates remain in segregation pending further charges, which are expected to include drug trafficking, possession of contraband, participation in a criminal organization, and conspiracy-related offenses.

An investigation remains ongoing, with authorities working to identify external accomplices who may have facilitated the drone flights and coordinated activities outside prison walls.
